Ofcoure they are!!! back in dubai the littering fine is about AED500 that almost translates to 6000INR, where as the fine back here in india is still 500INR which is easily affordable. Although the crime is hardly noticed, the fear of having to pay a heavy fine is almost negated. So my discussion is... are our Fines laied by the penal code and the local bodies to the internation standards??? Or is it time thay updated these penalty rules to install that fear among people and to an extent compell them to abide by them???

Yes, I agree with you, but
We Indians are were bad at road manners while driving the vehicles / parking etc, it is seen in all diverse of population.

The police force is too less for our population to handle this level of problems, they are already loaded with other more important duties.

After all this our authorities do not plan new
areas / layouts / shops etc. or even allowing building for commercial purposes without thinking about vehicle movements, parking etc. they let us people manage ourselves.

The Dubai traffic fines are indeed heavy but they are justified, substantiated and enforced flawlessly. Video surveillance is used extensively and proof of violations are shown if contested. Road taxes have to be paid once a year, every year and accumulated fines have to be paid at this time, Traffic policemen are very very rarely seen or even noticed on the roads. Traffic laws are meant to be obeyed and the drivers are aware that they are being watched and most, if not all of them, respect the rules and regulations.
Very strict tests have to be completed before driving licences are issued.
We do not need more policemen, we need a better fool proof system to ensure strict compliance of traffic laws. Transparency will replace corruption and traffic will be disciplined.
In a hi-tech city like ours , the change over to this kind of watch dog systems, should be done as soon as possible.
